The state of the Victoria School Annex is once again being reviewed by the Town of Collingwood Heritage Committee and The Development and Operations Services Standing Committee. The Heritage Committee says action is needed to initiate repair work to the abandoned building.
At its March 26th meeting, Collingwood Council voted in favour proceeding with steps necessary to designate 400 Maple Street (Victoria Annex) under Section 29.1 of the Ontario Heritage Act, Part 4.
There is ongoing concern from all parties and local residents over the health and structural integrity of the Victoria School Annex. The last tenants of the building saw the Simcoe County District School Board Simcoe Alternative Secondary School occupy the ground floor and the Georgian Triangle Enterprise Technology Centre occupied the top floor classrooms. Both programs ended abruptly and were forced to vacate the building and relocate. The Victoria School Annex has now been vacant for 15 years.
The former Victoria School Annex property, at 400 Maple Street (corner of Sixth and Maple) continues to sit empty and this has prompted Councillor Deb Doherty to prompt council to take action to see necessary structural improvements, most specifically to the roof, begin sooner than later.
Original zoning amendments to allow for residential development on the former Simcoe County District School Board property were approved by the Town of Collingwood in the mid-2000’s.
Collingwood’s Director of Planning Services, Nancy Farrer, recently confirmed to CollingwoodLiving.com that there are no applications presently filed with the town.
“The Annex property received planning approvals several years ago. Official Plan Amendment No. 24 was adopted January 16th, 2012 and Zoning By-law was 2012-117 passed November 26th, 2012. There are no recent Planning Act applications filed with the municipality so it is really up to the owners to either make application for a site plan to proceed with the previously approved plan, or if they want to modify it, come back and see us.”
The Development and Operations Services Standing Committee meeting on Monday, March 19, 2018 received and reviewed minutes and a motion from the Collingwood Heritage Committee dealing with the current status of the Victoria Annex property at Maple and Sixth Streets.

Victoria Annex Property
Clerk Almas advised that a Property Standards Order was issued and due to the fact that the owners have not complied with the Order, a court date was established for mid March. . The Town’s solicitor has recommended that no further action be taken until a notice of conviction has been received. Clerk Almas further advised that the appellant may ask that the matter be put over until later in the year.
Director Farrer and Clerk Almas support the Collingwood Heritage Committee’s desire to designate the entire property and may recommend that the adjacent lands be de-designated at a later date. Planner Bondarchuk outlined the designation process and noted that given the building has been included on the Municipal Register of Cultural Heritage Properties, provides an interim 60 day demolition protection.
