Collingwood’s harbourfront is about to enter into a new chapter in the Town’s history.
Collingwood Town Council has approved the official plan and zoning bylaw amendments for A Perfect World Collingwood.
The Development and Operations Services Standing Committee committee had reviewed STAFF REPORT #P2018-06 at its March 19th meeting and had recommended council approve the proposed zoning bylaw amendments at its March 26th meeting.
The purpose of the report was to provide Council with an analysis regarding a proposed Official Plan Amendment and Zoning By-law Amendment for the lands known as the Shipyards Perfect World Collingwood.
In a unanimous vote, Collingwood Council has now approved an Official Plan Amendment and Zoning By-law Amendment for a proposed mixed use development (Shipyards Perfect World Collingwood).
The purpose of the proposed Official Plan Amendment and Zoning By-law Amendment is to redesignate and rezone the Shipyards Perfect World Collingwood lands.
The effect of the proposed Official Plan Amendment is; 1) to re-designate the lands from the Medium Density Residential designation to a new Mixed Use Exception One (MU-1) designation, 2) to create Official Plan policies specific for this Mixed Use Exception One (MU-1) designation.
The effect of the proposed Zoning By-law Amendment is; 1) to rezone the lands from the Deferred Residential (DR) zone to a new Downtown Core Commercial Exception Nine (C1-9) zone, 2) to create zoning provisions specific for this C1-9 zone.
The Shipyards Perfect World Collingwood project will consist of a development of three (3), six storey mixed-use buildings of commercial uses and residential dwelling units (80 units).
Building No. 1 is proposed to have a 40 suite hotel with various amenity uses (pool, spa, bar, gym, etc.), a restaurant (728 m2) and 17 dwelling units.
Building No. 2 will have retail commercial (481 m2), a restaurant (467 m2) and 31 dwelling units.
Building No. 3 will have office space (1,048 m2) and 32 dwelling units. A total of 261 on-site parking spaces are to be provided in a combination of an underground parking structure as well as above ground parking.
Collingwood’s downtown shopping district will extend to Perfect World Collingwood. The development will feature the same types of businesses that now occupy buildings along the town’s main street. Public access will be available around the development along the waterfront.
“The Shipyards Master Plan envisioned providing the public with views and access to the waterfront for pedestrians. Opportunities for public views and vistas to the waterfront were considered. There is little evidence to suggest that the development of this site will interfere with these views and vistas.”
