Town Calls For Submissions To Purchase Former Tremont Hotel Property


The deadline for submissions is January 7, 2009, at 3pm.

Once again, the former Tremont Hotel is in the news, as the Town of Collingwood puts out a request for proposals for the sale of the much talked about and often debated property in Collingwoods Downtown Heritage District. The redevelopment of the Tremont Hotel is off again. Earlier this year, Theatre Collingwood abandoned a plan to build a new theatre on the former hotel property while discussions fired up once again questioning how much of the building, if any portion, could and should be saved to preserve the heritage of the corner. A condition of the Agreement is the requirement that the successful Proponent comply with all applicable laws of Ontario and Canada, including the Planning Act, the Heritage Act and the privacy statutes applicable in the province of Ontario. The selected Proponent will be required to provide a development proposal that takes into consideration the historical value of the site, and the goals and objective of the Official Plan and Sustainable Community Plan.

The Town of Collingwood purchased the Tremont property in 2005 for slightly more than one million dollars. At that time, the plan was to use the land for additional parking. At one point, council had discussed converting the former Tremont building into affordable housing. Next door to the Tremont, an existing affordable housing apartment building was torn down to make way for the construction of the new Collingwood Library which is now well underway.

REQUEST FOR PROPOSALS - SALE OF LAND

THE CORPORATION OF THE TOWN OF COLLINGWOOD


The Corporation of the Town of Collingwood invites proposals with an offer to purchase the following property, or portion of property which is currently owned by the Municipality:

80 SIMCOE STREET, Town of Collingwood

Lots 11 to 13, Lot 45, Plan 282 (Roll # 4331-010-002-03800)

The property was declared as surplus lands by the Council of the Town of Collingwood on July 26, 2006. Preference will be given to proposals that consider the restoration of the former Tremont Hotel in a manner that is consistent and in accordance with the Town of Collingwood Heritage Guidelines.

Please note that the property is within the Collingwood Heritage Conservation District. Any renovations, demolition or redevelopment of the lands or structures therein will be subject to requirements of the Ontario Heritage Act including a Heritage Impact Assessment and no guarantee can be made upon the approval of such applications. Any plans for total redevelopment must be submitted and approved prior to a demolition permit being considered for approval. Offers to purchase the property may incorporate the property as a whole or in part.

As part of the submission for the purchase and sale of 80 Simcoe Street, the Town of Collingwood requests that all offers shall be accompanied by a development proposal. The evaluation of the process will take into consideration proposals that adhere and support the goals within the Town of Collingwood Sustainable Community Plan.

As a Condition of Sale, the Town of Collingwood shall require the purchaser to enter into a Site Plan Control Agreement with the Town of Collingwood. For details regarding fees and requirements, please contact Planning Services, Town of Collingwood.

Permits and Charges

This property may be subject to the issuance of building and heritage permits, site plan control and other applicable fees and approvals (ie. development charges, entrance permit, water meter package, etc.). Please refer to the applicable Town of Collingwood by-laws for the current fee structures.

Appointments to view the interior of the former Tremont Hotel were scheduled for the afternoon of Tuesday, December 2nd, 2008.
